This prestigious role involves promoting collaboration and exchanges across various fields between Hunan and international partners, aligning with the overall diplomatic goals of the country and the strategic openness of Hunan to the global community.

Professor Li Xuejun, Chief Physician and Professor of Neurosurgery at Xiangya Hospital, Central South University, as well as a doctoral supervisor, currently holds the position of Vice Dean at Xiangya School of Medicine. Professor Li Xuejun has been dedicated to promoting international cooperation and exchanges between China and other countries. He coordinated and facilitated the publication of the English book series "Xiangya Cultural Heritage", emphasizing the rich historical and cultural legacy of Xiangya. This series has become a significant "cultural ambassador" in international exchanges and communications, earning recognition as an outstanding cultural promotion work by the National Health and Family Planning Commission in 2016.

Additionally, Professor Li orchestrated the "Xiangya Centennial Root-Searching Activity", inviting key figures such as the American Chief Nursing Officer of Xiangya Hospital, Mrs. Maude Pettus, descendants of the American Chief Architect of Xiangya Red Building, and descendants of the early American doctors at Xiangya to revisit Xiangya School of Medicine and Xiangya Hospital. Their generous donation of historical materials strengthened cultural exchanges between China and the United States.

In April 2022, Professor Li facilitated the donation of 100,000 COVID-19 antigen test kits by Changsha Renji Medical Devices Co., Ltd. to the Ministry of Foreign Affairs of Laos, with the participation of Consul General VANKHAM SOMKHIT at the Lao Consulate General in Changsha. In October 2023, he planned and actively participated in the commemorative event for Yan Fuqing and the unveiling ceremony of his bust bronze statue at the Medical Historical Library of Yale University. This event had a significantly positive impact on the education and medical communities in both China and the United States.

Professor Li Xuejun has actively organized and conducted exchanges and cooperation with countries along the "Belt and Road" initiative. Since 2014, he has invited and hosted 366 individuals from these countries, fostering exchanges that span across five continents, including Italy, South Korea, Cambodia, Nepal, Sierra Leone, Zimbabwe, New Zealand, Panama, and 39 other countries. As a neurosurgery expert, Professor Li currently mentors international students from countries such as Pakistan, Nigeria, Saint Vincent and the Grenadines, and Cameroon.

Director Xu Zhengxian of the Foreign Affairs Office of Hunan Province spoke at the ceremony, expressing expectations that Professor Li Xuejun, in his role as the Special Representative for International Friendly Exchange in Hunan, will continue to serve as a bridge, strengthening ties, expanding exchanges with international partners, and contributing to the openness and development of Hunan Province.
