Recently, Timothy Morgan, a Guyanese graduate student of the Department of Psychiatry of the Second Xiangya Hospital of Central South University, has successfully elected as the Head of Mental Health Unit, Ministry of Health, Guyana, which is the highest administrative position in the field of mental health in Guyana.
Timothy Morgan is a graduate student of Professor Cao Yuping in our Department of Psychiatry, Class of 2017. He is proficient in English and Spanish, and was the only psychiatry graduate student selected by the Guyanese government and funded by the Chinese government that year. After graduating from our hospital on schedule and returning to Guyana in 2020, he has been engaged in psychiatric clinical practice, cause of human rights and international exchanges in the field of mental health in Guyana, as well as the revision of mental health law. He was praised as "the best graduate" by Guyanese authoritative news.
Located in the northeast of South America, Guyana is the only country with English as the official language in South America. In September 2014, the former National Health and Family Planning Commission of PRC and the Government of Guyana signed a five-year agreement on training medical talents for Guyana. In July 2018, the two countries jointly signed the Memorandum of Understanding between the Government of the Cooperative Republic of Guyana and the Government of People’s Republic of China on Cooperation within the Framework of the Silk Road Economic Belt and the 21st Century Maritime Silk Road Initiative, and Guyana has officially become a member of the China's "Belt and Road Initiative".
Th election of Timothy Morgan reflects the quality and level of graduate training of our hospital, and also highlights our contributions to the training of talents for China's "Belt and Road Initiative".
